Is air matter?

Usually, air don't have any mass in your life, you can't feel it or touch it, but I still think air is matter, I have a example, when we blow up balloon, when it was very big, it will break, so it means balloon take a space, and have mass, so when there is lots of air in airtight of balloon, it will break, so I think air has matter, and have mass, but I think there is no volume in air, because everywhere has air, so it can't count if there has volume.
